The article cited here describes adaptive resonance theory (ART) and suggests competitive models for neural nets that learn. The trick is to make the learning mechanism flexible enough to adapt to important new inputs and smart enough to filter out noise or irrelevant inputs. Self-stabilizing learning mechanisms using ART are good for simulating interaction between short- and long-term memory.
